The rolling stock age has been clarified already.
What would you see as solution to increase capacity if the train length can not be increased?
Yes, more trains. And quicker trains (meaning a higher average speed).
But, as we already see, the current trains are seriously underpowered, which does increase the time they spend in a block, which limits the number of trains per hour.
So, in order to accomplish that you would have to either buy a considerable bunch of (new) diesel locomotives (needing two per train makes the train itself extremely overweight, requiring even more power)
OR
You continue with the electrification, where you get new and quicker trains, allowing you to run more, and increase the capacity with better frequency.
About power needs: It has been stated elsewhere that this is a non-problem, because the Caltrain electrification does not need that much of power. The ones who bring up the power needs problem are either very weak at math, or have their own agenda, which has nothing to do with electric power…
