As a child, I remember the area around the Dunsmuir Depot as being pretty nice, even though it was a division point with roundhouse and backshops and workers going back and forth. I suspect depot plantings were done by the local depot agent, and it seems unlikely that SP would dictate what plants to use, considering the extreme varieties of climates across the lines.
Just an educated guess on my part, though.
