... when the rail was torn up south of the depot, Mr. Hammond reportedly told the authorities his reason for doing so was to replace the track with a heavier rail. I guess the rules say he has x amount of time to do so, but I also think that time has expired. I guess the FRA/PUC doesn't care to enforce their own rules!

Ya gotta give Court credit, he knows the rules and just how far he can bend them!
