Well, technically depending on what "rules" were violated, maybe... Realistically, no!!!

Considering he's 60 now, if he gets any time at all, and assuming he actually gets out at some point, he could still draw railroad retirement if he had his time in for it. I doubt prison would count as a "job" so his "railroad connection" might still exist.
