Does the signal protect tunnel failure, block occupancy or both? If it was strictly for tunnel condition one would expect the signal to indicate "clear" even after the train had passed it. In my way of thinking it would make sense to include block occupancy since flagging in tunnels is less than ideal.
Also were there distant approach signals to the tunnel. If so were they active or passive?
