A lot of it is how the throttle is handled. Skinning the throttle back several notches at a time will guarantee smoke. Even better is to throttle back from a high throttle position, then skin her back again - smoke and flame will usually be the result. Alco's don't have to smoke like that if operated properly - but if you jack them around they'll make a smoky mess. If that's the intent - fine. It doesn't demonstrate much skill and finesse on the part of the engineer, though.
