Any grain that might be being trucked to the ex-NP Coulee City line ends up on BNSF anyway. The EWG hauls grain from the elevators along that line and it ends up on the now BNSF (former NP) line running from Spokane to Pasco, and then points further west. Note that there is now a
new unit train elevator at Four Lakes WA (Cheney area) that has altered the economics of shipping grain from that area.
BNSF has a capacity problem on the former GN line caused by the single track & extended ventilation time of the Cascade Tunnel under Sevens Pass. Its not too surprising that they may not be encouraging additional local grain traffic (carload quantities) on the GN since the tunnel is at (or approaching) capacity. No good reason to use up what capacity remains for low revenue /short mileage grain movement to the Coast.
