It would certainly be effected by the temperature (per the Ideal Gas Law - PV=nRT), but I am not sure that water's freezing point would be any sort of special point in such. Someone would have to analyze what the effect is and whether it has any significance. I suspect there are many other more dominant impacts to how fast it travels than this.
