Bet those came off steam tenders and were either too big for the front door or they just didn't have enough to go around ??. WP always had to be conservative.

Funny note.....my father-in-law was a 41 year WP employee and he would see truckloads of antiquities, broken tools and "junk" headed for the scrap bin or just dumped in the Bay. He didn't want to look like he was stealing anything so he might take one of something interesting off the top of the pile before the whole lot was pitched. Every time I heard this I could scream!
Thank god he grabbed two Fairmont 8404 headlamps. The brother-in-law used boast about pitching Fairmont two cycle parts by the box into the scrap bins......he never saved any of it.
