This question is relevant for the near term even if HSR construction manages to continue. In the long term, I think the answer is no because the San Joaquin's conventional equipment speeds and the HSR rail speeds are too different. But in the near term, prior to any actual HSR service, it would seem that if the San Joaquin could use the HSR tracks travel time from Merced to Bakersfield could be reduced by perhaps an hour, perhaps more.
