I dont know what the current traffic is, so cant really help with that.

When a unit train is run to the Port the UP will shove the train onto the VCRR. The VCRR will cut the train in two and run it in two sections to the base. The time I watched it they used the GP7 and had only one crew on duty. A few photos from that day can be found here: [www.cuestapassrails.com]
