Leafing through UP System Employee Timetable No. 7 of 4-17-83 showed no references to "P" plates or the rule, 314(A), that applied to them. Maybe someone can share info on how UP handled similar infrastructure sutuations.
As John mentioned, SP was another matter. Western Region Timetable No. 3 of 10-29-89 shows literally hundreds of "P" plate locations (collision, barricade, earthquake, high water detectors, etc.). Here's that timetables definition of the applicable rule:
RULE 314(A) BLOCK SIGNAL WITH "P" PLATE:
A block signal with triangular plate bearing letter "P" is also actuated by a special protective device(s). When signal displays a red aspect, an inspection from the ground must be made of train, track or structure for which protection is provided to be sure it is safe for the passage of trains.
EXCEPTION: An inspection from the ground is not required when it can be determined from the engine that the track or structure for which the protection is provided is safe for the passage of the train.
Number or location of such signals will be shown in timetable, with a description of the special protection afforded.
