Mr. P is correct.
To me, it was always for a "Protective Device". You would look it up in the special instructions and it would tell you. Could be for many types: Spring switch, collision, fire, high water, slides and the list goes on. He is a sample off the Coast, TT 6
They would be listed under Rule 306. The following block signals equipped with a triangular plate displaying the letter "P" have included in their control limits some protective devise:
