WP Heritage loco was in Sparks, NV?

So yesterday a fan posted a video showing Union Pacific's WP unit, UP 1983, parked at Sparks, NV, for a special event of some kind. Anyone know the story?

The locomotive looks perfectly clean. Was it just repainted?
