Doubt very much it will ever need to be built. I think we've seen all the traffic we will ever see. If we have another economic boom, I doubt very much it will ever be as large as the last two economic booms. We've pretty well regulated ourselves out of that kind of economic strength, and given the looming policical climate it will probably get weaker still. (The likely nationalization of healthcare will see to that----the taxes that will be required to run it will be staggering.)
