In the realm of prospective rebuilds of previously severed rail links, is it written in stone that the rebuilds have to follow the old ROW exactly?
I would think that a modern rail line project would want to embody the characteristics of modern transportation corridor engineering. That means keeping grades as low and curves as wide as the geography allows. Although most of the former Milwaukee ROW from Lind/Marengo to Ellensburg would be prime for a modernized rebuild, I'm not sure that would include the 2.2% grade up the Saddles.
