I don't think acquiring access to the right of way between Kittitas and Lind would be that much problem, considering that most all of it is in state hands, isn't it?

And as to building new ROW, the question is why? Even if you had to rebuild most of the exsisting grade, the surveying and sub grading work is already done. I'm not saying it's just a case of rebuilding culverts and laying rail, but I'd think it would be easier to use the exsisting ROW. Besides, the two biggest bridge projects are already in. Dealing with Brig Temple for the Othello/Warden segment may be a different matter, though......
