Peripherally SP & short line related: for highway jobs, no matter how small, needing a railroad agreement with SP added 1-2 years to the project schedule. Mostly just for waiting for a response. In one case, though, a short line had recently taken over the tracks where a rural left turn lane project was proposed. All the usual notices were sent out for the field review. The local short line manager showed up (SP *never* attended field reviews!), listened to what was said, made a couple of suggestions that everybody agreed with, then asked where he could sign off. WHAT!!! Nobody could figure out how to deal with delivering the job 2 years early...construction funding schedule was based on the old SP timeline.
