In a meeting on Wednesday in San Rafael SMART head honcho Mansourian made a pitch to the combined city councils of Novato and San Rafael for those municipalities to hold off on implementing their Quiet Zone for a period of time until SMART had gotten several weeks of running the full set of scheduled trains under its belt.
Despite the general concensus between the railroad and the body which regulates railroad crossing in California, the PUC, San Rafael's city council determined it knew better and would initiate the Quiet Zone the very same day as SMART begins full scale testing of its service.
