I don't have a dog in this particular fight, but the argument used is that the data applies to rails that have had service for a long time and are being converted to quiet zones. The people are familiar with trains crossing there.

I remember seeing a video compilation of cars turning left in front of streetcars and getting nailed at five or ten miles per hour. One after the other. After a few months the collisions stopped. The locals had learned.

What will happen in this case will soon be known to all. All that is needed is patience.
