Phil Anschutz offered to sell the entire Coast Line, to "Steel" Neil Petersen of the LACMTA and Richard Katz, Chair of the Assembly Transportation Committee back in 1992, for only six hundred million dollars (about 2 miles of the Purple line extension...). And, no one could get anyone to take him up on it.
I took several equipment demonstration trips with those folks back then, Danish, Talgos, on the Coast Line, and they had a plan for 110 mph on tangent track like the Salinas Valley and tilt trains to increase speeds on curves by ten mph, capacity and signal improvement in DT and sidings, ith then an investment about equal to the purchase price. This would have allowed for a six and a half hour schedule from LAUPT to SFO on an "express schedule"
I've worked on several studies of LOSSAN North, and working with UP was a dismal experience, indeed. The line is also in increasingly dismal shape from age, but especially when we have these big rain events. I was here for the last "meltdown" during an "el nino" in the mid 2000's that caused delays for nearly two years. And the UP wants, and the line needs, basically nearly a half billion dollars for LOSSAN South in public investment.
