This winter did a number on that stretch and UP has spent months dealing with drainage issues, slides, and other weather woes. There are currently work trains dumping rock in various spots north of Goleta shoring things up.
The Coast is in better shape overall than it has been in decades. The "meltdown" mentioned above was due to crumbling SP era infrastructure. In the meantime it's now all welded rail, fresh ties/ballast several times over, new signals, etc. The idea the line is neglected is a false narrative.
