With the way SMART setup, it can't really be dispatched creatively. The trains have to meet at the existing sidings according to the schedule. With a 1/2 hour headway, every siding gets used for a meet and if a train is late, it cascades to the next train. Maybe they'll make more capacity down the road but, for now, it is what it is...
