Today SMART disseminated their finalized schedule. [

Late last year they released a draft schedule showing half hour service in each direction at the ten stations up and down the line during commute hours. A few early morning trains and a nooner train.
The finalized schedule is somewhat similar but it has an hour and a half gap in service during the middle of both commute periods.
It's actually somewhat astounding when you think about it. Apparently has to do with the single trackage and passing tracks.
But who designed the SMART line and did they realize this was the only level of service that could be supported within the design?
