Trespasser Hazmat vs Homeless Hazmat

When a train hits a "Trespasser" they call in the expensive Hazmat units to decontaminate everything (costing taxpayers a bundle and holding poor passengers hostage)
Yet a Homeless person can throw up, urinate or drop a dookey in middle of a sidewalk and they just let it ferment or kick it into the street
Why waste time and money on one and not the other?
