Change Order Was Made For 2 As and 2 Bs

I found the board meeting agenda and minutes for that meeting that showed the board did vote to direct $11 million grant towards the purchase two additional trainsets. This was April 2016. I do not know if they subsequently cancelled this order, or if the resolution fo the board constituted an order of those new trainsets are only a preliminary step toward ordering them.

I'll keep researching.

However, the main thing here is that last April, SMART was no considering those extra two trains an important acquisition. In November they issued the draft schedule for six trains. So something happened since then that has resulted in four train only operation. The question is what the change was--when it happened. And when are these new cars going to get here? Or, if they haven't been ordered, where can SMART find alternative equipment to get six trains running?
