Seems a pretty dumb article to me given SMART's real world patronage is pure speculation.

Streetcars(?) that much different from LACMTA light rail? Caltrain a role model when they cannot even get an electrification contract "fix" in time?

GGT is the obvious candidate as takeover operator. Well after the implosion and with Bosco and NWP foamers sidelined. And no more NWP subsidy.

The really big question is whether there is a rich guy in Marin disgruntled with SMART and ready to bankroll a re-vote. There wasn't one there when the sales tax passed so who knows. Perhaps the ritchie riches don't care whether tax money is blown on marginal ops and money pits so long as it is mostly other peoples' money.
