I suggest that cutting a mostly new right of way will be necessary both for "incremental" fast trains as well as for ultra-fast trains. There are geographical impediments that existing railroads have never adequately surmounted and Amtrak's experience with the freight railroads shows commingling doesn't work. If the UP were nationalized it might be a different story.

The Tehachapi Loop provides a pretty good idea of the railroads' attitude. There is no way getting around spending some major bucks on this project. But that doesn't mean obvious incremental projects can't start right away. As far as I am concerned they should start putting up catenary on Caltrain SF to San Jose tomorrow. I am surprised LA hasn't strung any wire yet what with all the smog problems.
