Lake Theodore was built and still operated by Placer County Water Agency (PCWA).
Much of Western Placer County is supplied irrigation water via open ditches (Ditch Water).
The lake supports water distribution when the canal (wood or concrete) need to be shut down
for maintenance east of the lake. PCWA has a similar but smaller lake across Interstate 80. I don't believe the railroad has anything to do with Lake Theodore. Both Lakes are located just east of the Interstate 80 and Clipper Gap freeway exit. If you walk along the right of way from Lake Theodore eastward you will discover the abandoned SP Tunnel 0.
