Intersection Delay

Curious what the legal limit is to blocking an intersection or major road? I am currently watching a web cam in Truckee where the main road crossing the UP (Ex SP) line is blocked by a stopped freight and has been for over half an hour. I can understand if an emergency or accident may have cause this to occur, but is there a legal limit for blockage without that?
