There is no longer any automated warning on Queen Ave in Albany, OR regarding long delays. I have seen Union Pacific block Queen Ave for well over an hour while making a pickup in the yard.

Here is the GCOR rule for blocking crossings.

6.32.6 Blocking Public Crossings
When practical, a standing train or switching movement must avoid blocking a public crossing
longer than 10 minutes.

As you can see it only says "When Practical...." I take this to mean that there is no hard and fast rule concerning how long a crossing can be blocked. As a conductor I work hard to keep to the 10 min rule, but don't always succeed. I have heard of municipalities try to write a local statutes to limit the time a crossing is blocked, but don't think they've lasted past the first legal challenge.
