Caltrain dropped the project and suggested that they did not want to go farther than Gilroy.
Capitol Corridor was then asked to provide service by extending existing service to Salinas, they agreed pending station updates and a secure turn-around facility in Salinas for the two trains that would layover night as the initial service would be two trains from Salinas in the early morning, and two trains returning from Sacramento later in the evening.
Whether or not the improvements are completed and Capitol Corridor starts service is in the Transportation Commissions hands as until the improvements to stations and the creation of a layover facility are completed Capitol Corridor will not work to start service.
IIRC the improvements UPRR requested are between Gilroy and San Jose to enable commute and corridor trains to be de-conflicted.
