We're facing the same thing in Sacramento, with almost 1/2 the cars on the system being more than 30 years old. Unlike in LA, there's no prospect of money to replace them, so we get them limping along on running repairs and having shorter trains (usually 3 cars instead of the 4 they should be) at rush hour. I wonder if RT could get a deal from Siemens on full overhauls for at least the ones with minimal structural problems for much less than buying new cars (Siemens cars similar to the original San Diego cars)? OTOH, riders are leaving the system in droves, given declining service and the highest fares in CA, so they might not need all of them pretty soon anyway.
