Question: If they weren't already subscribers or heard about these publications from others, how would rail enthusiasts know about these publications?
Answer: They would see them at hobby shops or the magazine areas of well-stocked book stores.
However, both types of these stores, along with many other brick-and-mortar retailers have sharply declined in numbers.
An eastern regional rail magazine still in print is Railpace. However, I don't subscribe to it. It is not available on newsstands and there are no hobby shops near me. Thus, I don't buy this publication.
I much liked Rails Northeast much more, but that magazine ceased publication 30 years ago.
