Most of those cars were nearly shot even back in 1984. AFAIK,
none of them have been repaired or improved since, and most
are much worse now than they were then.

It would take HUGE amounts of money that no one has to bring the
ones that are still around up to modern, acceptable standards;
probably around at least $750,000 per car and maybe even more.

Do the math. It ain't gonna happen.
