San Rafael never much seemed to be into tourists; they opposed loco hauled, which could morph into quasi wine trains.
And despite their political clout they have never to my knowledge effectively pushed for the viaduct paralleling the freeway over the downtown streets. That would obviate the conflict with those cross-town streets and they would not have to move or particularly change the existing terminal. Just elevated loading platforms and stairs-ramps.
So they really don't know if they want to be a terminus, even tho they opposed the extension to Larkspur. The apathy, maybe antipathy, stems from the pro-highway mentality that added all the lanes on 101 over the decades.
