YES! There certainly used to be a line that did just that. It still exists. They simply changed the track connection at Binney Junction. Eastbound traffic that is to bypass Roseville and head to Winnemucca simply takes the former W.P. main from Sacramento all the way to Winnemucca! The track connection at Binney Junction just needs to be restored.
