I have been assuming that the traffic bound for Winnemucca that is to bypass Roseville and Donner Summit is coming from the West. If this is the case, then there is no need for any new track.
If a track is needed from Durham over to Oroville, it sounds as though it could only be for traffic coming from Oregon. This cannot be. If it was, then from Durham, it is just a little farther south on the S.P. east valley line to Binney Junction in Marysville where it would turn onto the Feather River line. The problem needs to be re-stated in a more clear fashion.
