The docket refers to " The Ballard Bridge ", which is in fact a VEHICLE & PEDESTRIAN Bridge also known as 15th Ave North West. This structure is located appx 1 mile East of what the U.S. Army Corp of Engineers officially calls the Salmon Bay Railroad Drawbridge. BNSF refers to it as Bridge Four, for its milepost location North of Seattle King Street Station.
BTW, The other bridges listed are also roadway and pedestrian bridges, though all 3 bridges did at one time carry trolley and / or interurban tracks.
In actually, many pleasure craft can fit under the Salmon Bay Railroad Drawbridge even when it is in the down, or closed position. It's mostly tall - masted sailboats that have issues. I'm inclined to believe that even the U.S. Coast Guard would understand the railroad giving preference to the movement of Interstate Commerce, over that of a Bayliner or Hobie Cat.
