I thought they were just a food supply outfit that supplied relief/wreckers and pvt. cars after the dining car dept. was shut down. They were on call 24/7 for derailments. They supplied the steaks, etc., on site to be cooked by the wrecker crews.

I have had many meals on a relief outfit and they were always good. (No beer, for some reason)
