Yes, such advanced planning/speculation would be prudent.

Quite a number of "things", most notably would be having to deal with the Union Pacific RR. Also, operating excursions in California would be EXTREMELY difficult, what with all the freight and passenger traffic, plus no effective place to turn the whole train around for a return to the starting destination. Remember, if the AT&SF 3751 has such a difficult time operating excursions, why would it be any easier for a locomotive from out of state, i.e. 4449?
