Sort of, yes. Although all three steam locomotives in the ORHF facility are technically "City Property", any and all payments for every time 4449 operates, go into a maintenance fund, for future repairs, etc.. Thus, the money generated just doesn't "go to the City of Portland".

For what it's worth, I personally agree, i.e. there is no longer any financial benefit to the Friends of SP 4449, from operating to/in California. Especially since there really isn't any places to operate day trips, what with all the heavy freight & passenger traffic.
