Adding to Jeff's comments, origins of rail north of the Golden Gate was to tap the agricultural and timber traffic that was close to the Bay at the time. The SP/SF vision that built the NWP had the timber market in mind, but later a through coast line to Grants Pass, OR. That never happened. With inbound traffic and little to ship out, what's left but commuter rail? Humboldt Bay has the problem of little to ship in or out as well as isolation.
