In my recollection, for a period of time in the 50's and 60's many California intersections that were controlled by traffic signals also had stop signs at each corner. The idea was that if the power failed in the area and the signals went dark you knew to stop instead of just blasting on through.

A lot of folks today, absent the old stop signs, don't seem to know to stop at intersections where the signals are temporarily out.
