I think the Pennsylvania was an eccentric road in some ways in the context of other American rr's, like say the NYC. They liked Belpaire boilers, opted for a big electrification and eschewed articulateds but went for the edgy T-1.

Consider the railroad most like the Pennsylvania, which I suggest was the B&O, had a very similar locomotive roster but still was able to accommodate the EM-1 2-8-8-4 during the War. But instead the War Production Board gave the Pennsylvania the C&O J 2-10-4 as a stop-gap. I would have given them the N&W A 2-6-6-4, which I believe is rated one of the most successful American steam locos ever. And if Roanoke could build this design Juniata could have too. With all ball bearings some could have lasted long enough to be preserved. Did any J's survive?
