PBCAHSR is a collection of regional BART's designed primarily for regular commutes, not particularly occasional travel. Commute ops are money losers.
Prop 1a incorporates profound internal conflicts which it was hoped(by me at least)would be somewhat ironed out by the professionals. Roelof Van Ark did try to rationalize the southern mountain crossing, but flushed out the high desert power brokers and got himself fired.
As to short distance aviation who can predict the future? I'd say fossil-free aviation is about as likely as practicable fusion power generation plants. How long have we been waiting for the latter?
