A few months ago, I did some photographing along the HSL somewhat north of Avignon. I was standing maybe 30 meters away from the tracks for some shots, and the trains may have been running at something around 280 km/h, just entering a grade.
Yes, there was noise. But it was not really that loud. I noticed it as a "wooshooshoosh", for maybe 12 seconds. It was mainly aerodynamic noise, but the individual bogies passing were noticeable. The noise was comparable among Eurostar (e300), TGV Duplex and single-level TGVs.
The key is that there is indeed a noise peak, but it passes very quickly. In fact, there was some moto cross track maybe 200 m away from my place, and these motorcycles sounded louder than the passing trains.
They also say that the noise of trains gets less and less noticed with the time, and they also say that when for whatever reasons, the trains don't run, people notice the "non-running" more than the running. Also notice with high speed lines, the trains are all electric (no diesel engine noise), there are no grade crossings (no horns), and no station areas (no bells). So, yes, even at speed, high speed trains are pretty quiet.
