Possibly, as a gesture of friendship and cooperation, SMART/NCRA/NWPRRCo could do what the City of San Clemente, Calif (Orange County) and the SCRRA (Metrolink) did. They built a tastefully landscaped and fenced trail along the ROW in order to give bikers, joggers and walkers there own ROW, and to keep them off the tracks. Google Earth shows the trail extending from the pier to the North and South. I used it, it provides a great view of the railroad without trespassing on private railroad property
