There have been many studies. Even pssed a tax. We got very closed to having it built, and operational before the end of this decade complete with new bascule bridge that could be remotely controlled. Then BART came along and essentially "stole" the money for it's "more shovel ready project" to build to warm springs which has cost waaay more $$$ and taken longer to build.
