There was a proposal to extend Caltrain to Union City BART to provide limited service from the East Bay to the Redwood City - San Jose section of Caltrain. However, at the time the MTC which had funded the project voted to take the funds and send them to BART. IIRC they intended to refund the project, but other priorties and a fire on the west side destroyed the wooden pile bridge rising the overall cost of the project.

MTC however did fund two AC transit bus lines from Hayward to San Mateo and Fremont to Stanford, plus enhanced the Dumbartion express bus service between Palo Alto and Union City Bart.

I followed this project for a number of years as I stopped riding BART once AC established the SB line, hoping that Caltrain would establish service. After 15 years of bus riding I gave up on any movement on this project.
